There should be an easy way to add new data fields into either the

Annual School Census Workbook
Annual School Census Polymorphic Form

Whereby a few simple documented step would enable a developer to add new data and it would become available in the ssData/tcheData XML columns of SchoolSurvey and TeacherSurvey.
