The following are needed to “finalize” the access controls:

• Enable more fine grained access control on entity tabs (e.g. n Exam item’s Test Analysis tab should be able to have more fine grained permissions such as ReadX (or Admin, Ops, etc.)
• workbook rollover (what are access controls on this?)
• data warehouse regenerate (what are access controls on this?)
• UIS export (and other data export) (what are access controls on this?)
• cloudfiles read(view)/approval(upload) permissions. also an issue with School Accreditation (Inspections) not prompting for login when expired.
• Filter on: District|Authority|School should also work on Teacher/Student Deduper, Exam?

To the list above, cloudfiles needs better access control. Issue #1094 was documented and related to this though will be closed as it better fits here.
