Add vocational section in Annual School Census [RMI24R]

Just like the special education section with a few extra columns, add one for vocational institutions specific data.

@ghachey can we get some detailed spec for this?
In particular we need some information about vocational schools - how many grades of education? What year of education do they start? What is terminology for level names?
…And a list of vocational schools so we can get set up.

Agreed. We put this on hold, no details have been provided on this, so we don’t have clear picture of requirements anyway.
