Update softwords.xlListUtilities to support pSurveyOps.CensusWorkbookColumnMapping

The softwords.xlListUtilities was very useful to troubleshoot issues with the census workbook upload. It would be nice to update it. A quick look I noticed at least the following could be added.

• Support for the use of pSurveyOps.CensusWorkbookColumnMapping to automatically map things like State → District, etc.
• Some missing handling of invalid XML characters in attributes. The tools now fails with “/” in the column names (Govt / Non-Govt) which now comes into effect through the new sysVocab support into the workbook.
