Question: school with no annual census do not get a record in DimensionSchoolSurvey

DimensionSchoolSurvey is used heavily to support all the disaggregations of schools in reporting. Sometimes, oddly enough, a school has data for some division (e.g. exams) but no annual census (for some odd reasons like school has never submitted, not officially chartered, etc.) In this cases, those schools do not end up in DimensionSchoolSurvey and thus do not get the disaggregation. A possible way is to revert to longer JOINS with Schools->Islands->District, Schools->Electorates->etc. but this becomes unwieldy compare to the clean usage of DimensionSchoolSurvey. Maybe another solution is to load “dummy” annual census workbooks for those schools? With no enrolment/teachers/WASH since they don’t report any then it would not change any of those data. However, it would change the official count of schools data.

Any ideas how we could deal with this without major works? My feeling is that I think those schools should be submitting census but then again practicalities on the ground is rarely ideal.
