Add clear user warning on cloudfile delete

Refer to #1167. A more comprehensive warning to the user about to delete a cloud file is needed. Need to add the following.

Before deleting a cloud file make sure that it has been Loaded first. Deleting a cloud file will also delete all its photos. So if you delete a merged cloud file before you have loaded its team leader’s completed survey you will loose all the photos that came from the merged survey. You must complete all the loading of all validated and official surveys before proceeding with any deleting of cloud files.

If the photos attached to a Merged file are the same photos attached to the target file (ie same ID’s) then perhaps the best thing is NOT to delete the attached photos when deleting a merged file.?
