@ghachey Since this issue is assigned to me I will make the same change to bower file and commit against this issue.
At some point, we need to move what we can to npm.

Two possible solutions https://stackoverflow.com/questions/71979265/unable-to-resolve-file-saver-js-dependency-file-from-bower-install-angular-file
The quick solution I have taken for now is to use the fork below instead of the angular-file-saver. This then runs without issues.
