Census workbook loading check version as validation [RMI24R]

Several times we have issues only to discover it is either directly or indirectly because of the use of an older version of the workbook. Adding a validation check comparing the version of the workbook with the expected one from the one used by the rollover stored in the EMIS backend would avoid many issues.
