Audit dates in MIEMIS need refinement

Dates recorded in all the audit trails pCreate* and pEdit* columns record timestamps in UTC timezone in some (most/all?) places in the system. This is evident by the use of the SQL server funtion getutcdate() in stored procedures. As oppose to using the timezone setup on the server (typically for the hosted system in this case Majuro or UTC+12). Make sure this dates are always stored as UTC and not a mix of UTC and local server timezone.

Then check on the UI side of things everywhere the date would need to be “converted” to the user’s local timezone. Also in JasperReports.
