Improve large data loading user experience

There are several places in the user interface the user is just left with a not too responsive display. Usually this is large data to download. Optimizing things would be overkill. Users in general will not have a problem waiting for the data as long as there is some sort of indication “something” is happening. The easiest way is to simplest add a progress bar. Places a progress bar would greatly enhance the user experience are:

All the modules' dashboards. This is particularly important now with additional Region and Island disaggregation support.
The individual entity (e.g. a school) dashboard. In particular, the main school dashboard and the exams tab takes a long time to change when filters are adjusted.
