Incorrect validation of Special Ed ECE program

It seems that the Workbook upload reports a validation error shown:

but this value only appears in the IDEA ECE field, where it should be valid??

@Ghislain Hachey can you confirm this is a bug and I take over this issues and fix.

    Ah no! not a bug. The Pupils have been promoted from ECE to Grade 1. Therefore, the Regular ECE service they got in ECE was valid for ECE, but not valid for them now when it is rolled over. They need a School Age program now

    So the validation is correct,
