Cleanup remaining tables no longer needed

I've left those as a bit of a breadcrumb trail of uploads done at different points, including from Keeble/Siciliano 'smoothed' data.

When the process for loading data in KEMIS is stronger and final (moving all ECE annual census to the same consistent tool as Primary, JSS, SSS). Clean these up.

The proper way of addressing what seems to be incorrect data (e.g. large increase or decrease from previous year) is the return the census to the school with some explanations. Get the data correct in the source data and reload.

Reinforcing the process is a better approach then retroactively smoothing.
