Entity Chart needs explicit label showing which row/column is selected

Manipulating the Row/Column in School|Teacher -> Chart is not clear enough. This needs explicit labels. For example, when row is "Atolls and Islands" and column is "School Type" then the chart X axis should be labelled "Atolls and Islands" and the legend called "School Type" to make it abundantly clear the data manipulation happening. This is already mostly clear with School|Teacher -> Table

Lowering down the priority for this. Not a feature much in use. Need to discuss way forward with this...

@softwords Similarly to a comment in #362 I would like to see the all the Chart and Table links of each module move to the dashboard. Not priority but please let me know your thoughts here when you have a minute.
