Server-side processing of excel data

For FSM data collection, process to load Excel workbook to server, and to open and process that data on the server (without using Excel). Will be based on ePPlus, library , in run based on Open XML formats. Note this means we are restricted to xlsx formats - earlier xls format not supported.
