Filter to display inactive schools in the list

Default to has it is displaying only active school but must have new filter to display all including inactive and/or only inactive.

    Also refer to Weison's comment which are relevant here:

    the FedEMIS is showing in some components that there are 190 or so schools

    The reporting should only show the active schools and the correct number of schools.
