RMI PSS Data Quality Collection Workbook

As part of the ToR item to develop a data quality tool I think we can make this the data collection workbook port to RMI. It enforces good data quality at a granular level before being important.

Is this something you could guide me in porting to RMI? Can we put this with the software repo somehow?
