Support Document Links for various objects

Currently a document may be linked to a school or teacher. Support links to other entities - esp School Inspections, or teacher training.

If this is not yet done the priority should be low for now. Include on workplan for 2019 or 2020.

Implementation of tablet app for school accreditations and inspections means that the references to photos are now built into the Xml representing the accreditation or wash inspection. Therefore these can be presented with the inspection without requiring any further linking.

see #690 #696 and note the design of google drive photos into the fileDB.

So may no longer be any use case for this?
