As per how the UI as evolved I would suggest a seperate tab for school building and other infrastructure found in yearly survey. Maybe the DB could hold a current state of affairs with regards to all things infrastructure (maybe it can already do that?! I have not check). And that current state of affairs data could be updated directly in the Web UI, updated through an import of a yearly survey and be used for pre-population of yearly surveys.
