Refactor API layer to use more of restangular

restangular is only used in a very limited way. Exposing restabluglar through the API, and exploiting "restangularized" data objects, will make code simpler and easier to read.

Too vague. I think code as gone a long way since. Feature changes can be done in newer more specific issues.

Brian, does this still apply? If not, it seems too vague to be an issue of it's own?!
