Upgrade to AngularJs 1.7.2

1.7 is the last version of AngularJs

Upgrade to this version, and sort any other dependencies ( angularjs material? ui-router? ui-grid?) that may be affected.

Need to get some of these things out of the way to establish platform for future enhancements.
