Add Reports to Enrolment Dashboard

Reconcile existing and specified reports to the contents of dashboard, and add reports as appropriate to the dashboard components ( via binding mechanism as described in #400

Complete the implementations of getReportContext to map the currently selected options to report parameters.

@softwords and @jeremy_kells I've got plenty of issues for Jeremy which is essentially dashboard equivalents to the JasperReports. So I believe that Brian's architecture to link to those reports will be appropriate throughout all of this. So @jeremy_kells as you pick up issues you see are online versions of the JasperReport you can take this issue into consideration on the approach going forward.

This is great feature but I am putting on hold for now. What ever is already done with this can stay as long as it is working. But need to populate dashboards first and get all new reports stable before starting to link the dashboard components to reports. It's not clear yet which one will link to which if any.
