Create a dashboard host built on Enrolment Ratios

Following the model for Enrol dashboard:
- add an ErnolmentRatio method to DSWarehouse in the data layer.
- expose this through a route
enrolmentratioin the warehouseController. - create the typescript class, copying from Enrol.Dashboard
- add the route
erdashboardtodashboard.routes
Add a first child to this dashboard. - suggest a table of age participation: by year of age, show population, total enrolment

@softwords Are we talking about the dashboard meant to be in Indicators? Because I want that. @jeremy_kells please look into this further and a Indicators dashboard is high on priority list.
@softwords I'm just looking at your proposed routes here. Aren't the dashboard route going to be in their own respective "modules"? Something like indicators.dashboards.erdashboard?!
