Fix misalaignment of dashboard components when different sizes are mixed

This is a simple fix that goes some way to addressing the more glaring problems in issue ~~#454~~.

Each block is now horizontally and vertically a multiple of 150px including its margin.

Some playing with the sizes specified in the dashboard layout will tune, and in these screen shots a background color seems to work nicely as well. But will hold off on changes to enrol.dashboard cshtml while other conflicting are in the works.
