Allow editing of user security parameters

For an adhoc user (ie user id = email address) or an Active Directory group, allow the following permission settings to be set via the web ui:

roles - assign one or more ASP.NET Identity roles
Menu Key - assign a menu key to the user . this key points to the Navigation table, and determines the menu given to the user.
Filters - assign a District, Authority or SchoolNo filter
Permissions - edit the permissions grid to assign permissions by system area corresponding to the pre-defined levels: -- Read ReadX Write WriteX Ops Admin
