Create Data Ops menu in FSM

Aggregate all major data operations into another menu item such as Operations (or proposed another approach.) This should include the links to upload the workbook and generated the warehouse. Create an Operations role or propose one and make sure the menu items is only visible for users with this role.

In the future I'd like to see also /schools/school-annual-census-upload for cases where schools load their own census, but nobody is there yet so keep it in operations with operations privileges.
