Re-assign School Types in FSM.

Following discussions, agreed to simplify the school types parameter to represent

ECE

ECE + PRI

ECE + PRI + SEC

PRI

PRI+SEC

SEC

Actual class levels offered can be identified using the enrolments data

@Brian Lewis I think FSM has since gotten use to the current more detailed “by grade” break down. Some external consultants also found that break down useful. Not sure of the need to change this anymore and if we can “easily” provide an alternative way to keep the ability to categories schools by grade break downs like we currently can.
