Warehouse teacher data end point to show 0 , not null, for empty value columns

Return 0 not null when value column (NumTeachers etc) has no value.

Dimension columns (Authority etc are unaffected)

pushed this to branch issue501; but on reflection: will this not create problems in display that we now will have tables potentially full of 0, which otherwise would have had blanks?

So - it seems this may be trading less work when accumulating for more work when displaying - ie needing to pump every value in a cross tab table through a filter to suppress 0 display?

Stick with nulls for display purposes
