Reflect 'locked' district, authority, school no in Teacher filter UI

A teacher should be visible to a school / district /authority if they have ever worked at that school / district / authority

This is determined by examining TeacherSurvey.

    The teacher will be visible to a user with a locked School, District or Authority if there is any TeacherSurvey or TeacherAppointment for that teacher at any school the user has permission for.

    e.g. For a district level user, the teacher must have at least one Survey or one appointment to a school in that district.

    For a school level user, the teacher must at some time have been at the school (TeacherSurvey) or appointed to the school.
