Support server side emails - install RazorEngine

We'd like to support 'Forgot Password' etc functionality in user management; to that end, install RazorEngine as a consistent means for generating emails from templates, using the same syntax (ie Razor) as for creating UI templates .

RazorEngine is a 3rd party project installed via nuget - add this to the project in preparation.
