User not authorized confusing

When a user is not authorized to do something the system pops up a confusing login modal. It should be made clear to user that he is not authorized to access resource.

Just a simple feedback notification in the modal.

"You are not authorized to access this resource. You can view you permissions by visiting your {insert link to profile state}. If you think you should have access to this resource contact your data and information systems office. Closing this modal will return you to where you were."

Couldn't add the following screenshot in the actual issue for some reason.

It seems there is a nice dialog that should come up with user friendly message as shown below. However, this dialog never pops up but is only found in Fiddler.

This error in particular no longer manifests itself. However, permissions cleanup is necessary
