Database Not Responding Error Handling Enhancement

I've not looked into it. The system has got into a state where the database was not responding (a simple restart got things working again), but this sort of thing happens and the system could handle it better. Currently the backend throws an SQL error and the frontend does nothing. See screenshot. Ideally, this exact error would be caught and a useful error message returned to the user such as "Database is down or otherwise having a problem, while an message was sent to the developers you should contact your network administrator also".

Changing as "won't fix" for now. More specific error handling could certainly be added but issues for them should be created with exact details in non-ambiguous way.
