Census Workbook upload - better validation of schools

Show the school name if that name is not found in the database at upload time.

Show the actual row number in Excel, rather than the 0-based offset into the list.

Show only one record for each school in error rather than a record for every row; BUT

Show the number of rows referencing the school, the first row and the last row.

On the schools and Wash page, there should only be one record for any school. Report duplicates on these pages, showing number, first and last as above.

Note this also resolves the question about XXXNDOE “schools” being validated on the staff page. I think we did lose something here - I suspect when going from FEDEMIS-TEST to FEDEMIS?
