Yap workbook and warehouse mismatch [2020:O]

We have two schools in yap (YAP432 and YAP433) that are closed in the system but seem to be in the 2019 warehouse.enrol and hence inflating the number a little, I think through the past year estimate feature.

Changing this to blocker as we are getting very close to the deadline of submission of the annual indicators report which rely on the data warehouse.

@Brian Lewis somehow I no longer see these closed schools in the warehouse for the years they were no longer active. That seems sorted. I think I will resolve this.
