REST endpoint for warehouse.gridMaker

Design and implement a REST endpoint to allow access to the full functionality of warehouse.gridMaker stored proc.

This may be of use to the Android dashboard app, which could get fully formed grids from the database this way?

    This could certainly be useful. But bear in mind the first version of this Android dashboard app will only show what is on the FedEMIS online dashboards (plus the Indicators, School Accreditation and Budget) that are not there yet. So if this is not yet used then it should be postpone to the next version and therefore next year.
