Odd drop in Pupil-Teacher Ratio

We have >1000 teaching staff in SY2018-19 and ~600 in SY2017-18 yet for some reason we have a drop in the PTR as shown below.

    If the number of teachers increases, then the number of pupils for each teacher will decrease.
