This was working and seem to have been broken recently. Can you look into it.

Task is to update the pStudentRead permission on users who need it

I have introduced 2 new permission topics:
pStudent
pSpecialEd
with the usual Read, Write etc
You need pStudentRead permissions to access anything in the Student module.
The User maintenance page has been updated to allow you to set these new permissions.
ie this behaviour is by design
