Teacher Deduplicate - show potential duplicates

Develop UI to select potential duplicate teacher records, by selecting to show matches or non-matches on:

• given name
• family name
• gender
• date of birth
• provident fund no
• payroll no
• registration no

For each potential duplicate pair, allow options to

• view each of the teacher records in the ‘action pane’ are (ie same as in Teacher feature)
• display a custom view showing surveys for the two teachers side by side in year order, so that it is easy to see whether the two sequences contain conflicts, or neatly interleave
