Does not run without Internet connection in development

I think the Chrome example may be down to Fiddler? When Fiddler is expected and not found, you get this error (because the expected proxy server is missing)

The key problem here is the material icons font; but note that all google fonts are sourced from the web; and not possible to localise; so at best there will be some font substitution if attempting to run with out an internet connection.

@Brian Lewis while not great I guess it is acceptable. But I’m surprise to hear you can’t localise google fonts. I’m pretty sure I have downloaded and served google fonts in the past.

I think there is a way to localize Google Fonts. Users are still seeing this and I think we should be able to eliminate or at least greatly reduce the occurrence of the fonts not loading as shown on the original image of this issue.

This was a problem only in Kiribati. I finally narrowed it down the to Untangle Firewall Application Control App GOOGAPI category blocking this. No need to change anything else.
