Seems like the columns pCreate, pEdit, etc. are missing from this table?

no change required - perhaps to be very fussy, the original BudgetExpenditure table could become a view derived from new BudgetExpenditureState.

@Brian Lewis can the data from Kiribati not be moved to the new table?

EdExpenditure is supceded by EdExpenditureState, which is used in Pacific EMIS Budget module. EdExpenditure remains just for historic compatibility; e.g. I know there is some data in here in Kiriabti from a long time ago.
