Dashboard components - allow palette and title to be overriden by bindings

Dashboard chart components will define a title and palette . When these are deployed among different countries, particular countries may want to use some local terminology, or match colors used in publications (particularly useful when downloading a chart image) .

Provide in general the bindings colors: “<“ and headingTitle: “@”

on dashboard child components to provide these overrides.
