Review Toolbar UI for 'allowedTypes' in RowColChart

@Ghislain Hachey I’d appreciate you looking over this in RowColChart.Component.ts.

I wanted to create something that was slim and unobtrusive; I’ve used the angularjs material fab-toolbar, but hacked the css to change the look of it.

We need new svgs for the new chart types too: line , area, pie and pie horizontal, but there is already for this #830.

My thinking at the moment is that the easiest way to create these svgs will be to use echarts to do it!

I created SVG as part of #830. It’s fine and not more effort needed here for now. In future upgrade we can polish by getting David involved
