Refactor ChartSizeable.Component

Brian Lewis repo owner created an issue

After removing d3-tip , there is no difference between SizeableComponentController and SizeableChartController.

Get rid of the obselete naming “Controller” and standardize on a base class SizeableComponent throughout.
