The SpEd module’s list page shall add a State filter to filter special students by states (based on their current/last school enrolled?). This filter shall be enforced with the “Filter on: District”  access control.

@Brian Lewis seems the special ed students hav the state filter but it is not locked with a user with District filter.

I will try to find the time to take this one so you can focus on other stuff
