Allow customisation of Dashboard in School page per site and school type

The Dashboard page in school item is now the perfect vehicle for a 'school report card'. There has been a lot of discussion about the contents of such, and the School Profile report in SIEMIS gives some possible contents.

So two things to consider - a pallete of panels that can be included in this page, that could be mixed and matched. - some framework to specify what to include, by school type

While I agree with you 100% I can't classify this a high priority when critical components are missing. (e.g. How will we add surveys? in RMI). I only added the Dashboard page like so to show the idea of a first page with summary stuff (nice charts, etc.)
