Teacher qualification/certification incorrect in warehouse

This is urgent and careful attention to get right. See example this teacher from Yap.

Yet even after setting up the missing records in SurveyYearTeacherQual she and most others are still shown as not qualified drastically changing our numbers from previous years.

The following line is definitely one of the issues. Currently many of the teacher qualification records do not have a year completed. This will no longer happened in the future due to better input validation but past data loaded has. For now, I think I will update all missing year to an old enough date assuming the most positive of scenario (i.e. those teachers that are qualified were qualified since for all the years reported in the system)

This does not however explain the case shown above.

Got it! The Qualified and Certified were switched (so all the qualified requirements were actually certified requirement and certified requirements were qualified requirements.

The fix as been pushed to pacificemisdevdb, MIEMIS and FedEMIS. @Brian Lewis to review fix, push to pacificemisdb and submit PR.
