Add support for WASC and SDA levels in RMI [2021:HPR]

We need an easy to add school accreditation defined as WASC or SDA. Both do not have any further data by standards, criteria, etc. Those need to also be part of the overall by level analysis (but nowhere else.) Ghislain has initial work on progress for this that was nearly working. Need to complete this to a robust easy to use status

    Latest on this is that I’ll be trying to convince RMI that best way forward is to not include an WASC or SDA inspection (since there is in fact none) and therefore best to leave it out of the analysis together. I think a simple notes listing those schools in reports should be sufficient.

    I hope I will be successful as I really do not like the modifications I have had to do to “build-in” WASC and SDA into the analysis.

    Only the achievement levels are part of the analysis. WASC and SDA status can be documented elsewhere and mentioned in reports.
