Safari/Firefox - Scrolling through sections issue

Chandler Jakomeit created an issue

Scrolling into a new section unmasks and changes color at the wrong location. Below is an example of scrolling from the Summary into the Assess section.

    I believe this was related to the charts snapping in on section load, we've taken care of this will go up with the afternoon release.
