"not found" on any duplicate

I installed the plugin on a very new October implementation. I attempted to duplicate the few pages I have, and they all generate an error. For example, I tried to duplicate 2020league1.htm found at <domain>/October/2020league1. When I hit the duplicate button, I get the error "Not Found The requested URL was not found on this server." with the URL being <doman>/October/xeor/duplicate?plugin=cms&type=page&file=2020league1.htm

This happens on even on the default template pages.

I can't find any information as to how to troubleshoot this issue.
