Rouge Combo Points

When I use Backstab, it gives me a combo point like normal. But when I use Sinister Strike it doesn't give me one, but I use it again and it finally gives me my 2nd point. Even though it's supposed to be my 3rd. Yes, my spells are hitting and doing damage. (It feels like it's giving me the combo point, only if I've used that ability X amount of times, where X being the amount of combo points I have at the time.)

Update: I see now that 1/2 of the time Rouge abilities don't even award combo points, when they're supposed too.
