[bug] cat figurines in darkshore isnt spawning "ghost saber" npc

When you loot this object ( the cat figurine ) http://db.vanillagaming.org/?object=13873

it normally has a chance to summon this npc http://db.vanillagaming.org/?npc=3619#wh-comments

i looted like 10 cat figurines and the ghost saber didnt appear a single time.
